Congestion & Emission Zones
Purpose of Charging
Congestion charging ensures that those using valuable and congested road space contribute financially.
It encourages drivers to consider alternative transport options and helps make essential journeys faster and more reliable.
The London Congestion Charge applies to vehicles entering central London during specific hours of operation.
Zone Boundaries & Signs
Clear signage indicates when you are approaching, entering, and leaving the charging zone.
Advance warning signs on main routes display:
-
How far ahead the zone begins
-
Hours of operation
-
The daily charge amount (where applicable)
Directional signs also indicate routes that avoid the zone if you prefer not to pay.
Paying the Charge
You can pay:
-
In advance, or
-
On the day of travel, before or after entering the zone
Payment options include daily, weekly, monthly, or annual passes.
Visit tfl.gov.uk or call 0343 222 2222 for payment information and exemptions.
After midnight each day, vehicle images captured in the zone are checked against payment records.
Owners of unpaid vehicles receive a Penalty Charge Notice (PCN).
Exemptions and Discounts
You do not have to pay the congestion charge if you are:
-
A Blue Badge holder
-
Driving an electric vehicle
-
Riding a motorcycle or moped
Discounts and exemptions also apply to low- and zero-emission vehicles.
Residents living within the zone receive a reduced rate, though they must still meet environmental criteria for full exemption.
Certain groups — such as emergency staff and patients unable to use public transport — may also qualify for reimbursement.

Low Emission and Ultra Low Emission Zones (LEZ & ULEZ)
London also operates Low Emission (LEZ) and Ultra Low Emission (ULEZ) zones to tackle pollution from older, high-emission vehicles.
-
These zones cover most of Greater London.
-
They operate 24 hours a day, every day of the year.
-
Charging runs from midnight to midnight — if you drive across midnight, you may be charged for two days.
